Because we are in a time where the areola and the nipple is what actually defines the nakedness of the breasts. If those aren’t showing, you are technically not exposing the breasts, rather you are exposing some cleavage. Same can be said of the bum showings too. Where the vagina and the anus isn’t showing, technically, one isn’t naked.
