There's a lot of places with no changing table in the mens bathroom but only in the women's bathroom

A child the age in the photo obviously has serious mental health problems but the father still shouldn't be in the ladies toilet. There's usually a separate changing area for this or he could have asked management for assistance.

I'd say he's a good dad. Perhaps it would be the only time I don't mind sharing the bathroom with the opposite sex.

I wouldn't care... I don't think that bathrooms should be divided by gender anyways. If some people are uncomfortable with that then they can just use a private stall
