Why does she do this?

The girl I’m talking to is always laughing and smiling when we talk but I noticed she always looks at me for a bit and looks away when talking to me. It’s constant so what’s the reason?

Girls often look away from someone they are attracted to. They don't want to be too intense or forward. They want to be pursued not be the pursuer.

But whenever we do try to plan something it’s either she says she will let me know or takes a while to reply to message. Do this still indicate attraction or liking?

It doesn't indicate attraction but she could still be attracted. She might be talking to other guys as well. If so, be better than them however you can and don't make it weird.
