I would say yes, this is true. It's very interesting you ask this because of the complex psychology going on here that has TONS of research behind it so can't really be refuted.
First, I find it interesting that a woman is asking this question because a man would likely never ask it (at least not in the same way). Why? Because we already know the answer. Women are more likely to ask leading questions like this though, which is interesting. Lots of speculation about why this is. Often it's because women are more likely to assume they are right about things in general.
Second, it's proven that women actually have their emotions tied up in their thinking, while men are fantastic at removing emotion and using logic instead. So your statement is actually factually false. Studies actually show that women are more rational in situations that require lack of aggression and strong emotions, while men are more rational when cold logic is needed rather than emotion. Men and women are not "better" than each other, just different.
Third, women are dramatically more likely to believe they are more rational because a side-effect of having emotions and logic tied so closely is the idea that reality and feelings are the same, when they rarely are. Men are more likely to believe men are more rstional because a side effect of removing emotion from logic is being abke to logically see that men are more logical and rational in most but not all cases lol

Personally I find it unwise for a woman to be the leader of the country or a senator or even a CEO. These are things that require cold hard logic almost all the time and women tend to emotionally reason, as that’s how they’re built. This is more of a personal opinion than fact. However, because women have far more emotions than men on average due to estrogen, many women develop better control over them due to experience, verses men whom typically have less emotions, and also less experience with them. There are so many parameters that we could use to measure this. Such as how single parent housholds affect a child's ability to manage their emotions as adults, or how a boy growing up with sisters manages his emotions etc., or even how American culture verses Russian culture affects how the different genders manage their emotions. It really depend on quite a few different factors.
This is subjective obviously in some situations I think women probably have more compassion which may enable them to be more fair. To say this as a blanket statement is tough though because there are so many variables. Hormones can also play a factor in irrationality of women (the type of birth control if they use it). For men I think some come across as unfair from a point of wanting control. Whether that comes at the expense of other may be viewed as secondary. That being said I've seen both bad and great leaders from both genders.
