Such a person, regardless of gender, is a very insecure person that needs validation and confirmation. He/she needs to feel comforted for whatever reason.
I presume that this person is introvert and does not exteriorize herself much. She lacks confidence but feels more at ease when someone gives her the lack of confidence. A headpat is actually something that children would subconsciously need when they need reassurance because of uncertainty.
If an adult does need them, I would presume that she may suffer from anxieties or even depression and those headpats may give her the confidence she is lacking.
However, I believe that she should seek professional help because this is not really a normal behavior for an adult.

Well, for her age, I presume that it is not so unusual. Perhaps a sign that she likes the person patting her and that she feels comforted by the patting.
She likes getting them and you're probably one who gives them.
