Small waist is a sign of health. Healthy women produce healthy offspring. Big boobs and wide hips are fertility markers so you get the hourglass shape as the feminine ideal.

For men, it's the V shape as the masculine ideal for similar reasons (sign of health and virility).

Sounds like a 1700s European concept, since they have always favored slender women and came up with the corset. Most cultures view it the opposite: wider hips being a sign of fertility.

Not necessarily the body changes during pregnancy and makes room for the baby. A small waist usually indicates a healthy body weight and that can indicate increased fertility (but not always)
