Probably means nothing. I bet you don't sit in the exact same place every time you get on the train right? Maybe the carriage she usually likes to sit in was too crowded so she switched. I would not take that alone to mean anything if you don't even talk to her. If you do like her and she seems friendly and open to being approached then why not turn around and say hello? What do you have to lose? Really nothing. I doubt it is going to go anywhere if you don't try something and talk to her.

Could mean one of two things: 1. Her carriage was full, or 2. She hopes you notice her and would like you to say Hello. Only way you'll know for sure is to say Hello and see her reaction.

Dude, nut up and talk to her. Start easy with "Hi, I always see you on the train, my name is Jim". Odds are she will reply with "Hi my name is RIPYOURHEARTOUT". Than ask what she does and make small talk. If it goes well make it a point to get her number.
