Why do young girls dress so slutty nowadays?

I live in Australia where it is now summer. I see girls who look 12-15 wearing shorts that leave part of the butt showing. If they were wearing that at the beach I’d be fine. But why are they wearing them in a store or walking around a neighborhood?

And before somebody asks me why I’m not commenting on boys, well, I’ve never once seen a boy dresses that way.
