A cashier lady at a restaurant kept staring at me even after I caught her looking at me, and was playing with her hair. Why would she act like this?

Usually the starers turn their gaze away the second they get caught, especially when the person being stared at makes direct eye contact with them. I was waiting for my food at my table when this happened, she stared at me from behind the counter, and I was literally the only customer in the restaurant at that time. When I noticed her staring at me, we made direct eye contact for a moment, and I actually broke my gaze with her before she broke hers with me because of shyness. And no, she wasn’t staring at me because my food was ready, it wasn’t. What could have been going through her head?
