First, as a woman who does wear low-rise jeans, I make sure to buy jeans that fit me properly so they will not show my buttocks when walking (unlike the poor woman surreptitiously photographed in your question.). Another issue is the display of the buttocks while bending over; As a woman who was taught by my mother to behave like a lady in public, I don’t bend over from the waist, I bend at the knees, keeping my knees together. Doing this eliminates any possibility of either, 1) the back of my jeans opening enough to see my underwear, or worse, my buttocks. and 2) it eliminates any possibility that someone will be able to see up my skirt or dress. It's just something that becomes habit when you are female.
Regarding your update, I don’t look at the rear waistband of men bending over, so I have rarely ever seen what you describe in the update. I have accidentally seen workers in our house who were wearing ill fitting jeans which revealed WAY too much when they bent over, but it was not a pleasant sight, and one I hope to forget. I can’t remember my exact thoughts at that moment, however if it were to happen again, I would do the same thing and look away, and likely at first think "Eww! Why doesn’t he just buy jeans that fit, or at least wear a belt, or a long shirt?" Then think, "Well, at least he's a hard working man, good for him!". For most women, at least the women I personally know, seeing "butt crack" as you call it, is not exactly a pleasant experience. In fact, it's rather an uncomfortable experience. But I do respect a man, especially a hard working man, who works a trade that most women are unwilling, or don’t want to do, and is extremely important for society. (like plumbers).
The only reason to be showing butt décolletage (cleavage), is by wearing jeans that do not fit properly. If one has a body type that simply does not allow for properly fitting low-rise jeans to provide adequate coverage, one should wear a blouse or top that is long enough to cover it. If one wishes to wear a crop top to show off one's abdomen, there are plenty of tops (and jackets) which are designed to allow you to look fashionable while still keeping your rear end covered.

I buy pants that fit so I'm not concerned about butt cleavage.
There's always Crack Spackle for those with this problem. Just spackle the crack.
