Dude, that's a pretty weird situation. My guess is that when you told her friend she liked you, she might have felt really embarrassed or uncomfortable and just wanted to like, step back for a bit, you know?
Deactivating her Instagram could have been her way of taking a break from social media and avoiding the situation for a while. Maybe she was hoping it would all just blow over if she disappeared for a bit.
But then when you messaged her directly, she probably felt like she had to reactivate it and face the situation. It sounds like she's feeling pretty awkward and not sure how to handle it.
The good news is, the fact that she reactivated it after you messaged her is a sign she's still interested in communicating with you. She just needed some space to figure things out first.
My advice would be to just give her a little more time and space, but make it clear you're there if she wants to talk about it. Don't pressure her, but let her know you're open to discussing things when she's ready.
