It's a cultural thing and might vary depending on where you're from. Here in Spain it's less common in a professional setting but not uncommon. In other countries it might be a no go especially if there's a less prominent culture of greeting with kisses (which aren't real kisses)

Yes, that's crossing a line. If it bothers you then you are well within your rights to report it to HR.
