What is the deal with women tugging on their pants, and bouncing their hips and butts like crazy?

I can't help but ask this question because of the dozens of times I've seen women do this. I've seen them lift their shirt or whatever they're wearing, up over their pants, and expose their butt, then they'll tug on the waistband of their pants and do a little twerking hip-shake session. There's even one girl I know of (Not going to mention who and from where because of obvious privacy reasons) who has a particularly big butt, and one time, I saw her tug on her pants, and then she literally jumped in the air... What's the deal with this? That particular girl does have a pretty massive butt, so I don't know if that had something to do with why she jumped in the air. But what's up with women doing these maneuvers just in general?
