No it doesn't, it gets larger the wider the muscle is. A long thin muscle has a smaller cross-section than a short, thick muscle. The cross-section of that pitbull's muscle is bigger than the greyhound's.
This dogs example is irrelevant here. Tall people just have longer muscles, but they are not smaller. Their bones and muscles are even likely to be thicker because the longer they are the more potential for them to be thicker. If you take a very tall guy who looks skinny and put him with a short guy who looks bulky, then you'll see that the tall guy's thickness is same or more than the short guy's. He just looks skinny because he's tall. Same with tall women.
