I think that tattoos can have more reasoning behind it. People cut as a way of coping with their depression. Whereas I imagine most people may get tattoos simply because they like the way they look, not because they feel they're deserving of the pain that comes with it.

Motivations can vary. Many people get tattoos but don't enjoy the process. Even more so for piercings.

At a certain point, if it becomes extreme, it's healthy to question the motivations before continuing, but there's not straight out rule to determine this for everyone.
