
Why were people buying toilet paper above everything else at the start of the pandemic?

Because governments were be tyrannical imposing lock downs which shut off the supply chain of goods. As a result, people that did not stockpile ahead of time for roughly a year were forced to ration as companies imposed rules of no more than 1 or 2 of any particular item when it was in stock. Many items were not in stock at many different stores. Toilet paper was one of them, but you couldn't find pluming parts, electric supplies, car parts, many appliances, etc. People have to wipe their butt. It's a daily necessity and it's not expensive to buy like a years supply of toilet paper and put it in your linen closet. You'll use it eventually and beat inflation when you buy early.
I think it was a combination of things.
Media playing it up, which causes it to snowball.
It's non-perishable, so it will never go bad.
It's one of the very few things that people know they will eventually use.
It's big and bulky, so the store doesn't stock a lot. And when just a few big packages are sold it stands out more since it empties a lot of shelf space.
I tend to stock up on things anyway. When the pandemic hit, I already had almost as much as shown in the picture. So I didn't need any for several months.
Where I live, every time there is a big snow blizzard people buy out certain items, like food, toilet paper, batteries, propane bottles, etc.
I don't have to buy anything because I already have it. I'm not a prepper, I just stock up when I see a good sale.
Shows how dumb we as a society have become.
Look at 1999 just before the new year of 2000 came all the dumb pricks were buying tons of water and other supply's thinking the end of the world was coming. 2000 came and nothing happened. My parents were off partying somewhere me and my siblings were at home, my sister had friends over and the dumb people were hiding in their basements thinking shit was gonna hit the fan. Nothing happened.
There will always be the stupid people in society thinking they know how to prepare but they just are buying up too much of the supplies so others can't. All it is is stupidity at it's peak.
I use both toilet paper and water. But more often it's water so I wasn't panicking over it during the pandemic. Anyway I think one reason people were going for it is because of the rumors that it'll run out soon and there'll be a shortage. And also some probably (I guess) because it's in the list of things you should go for during a pandemic.

Some people. Fear of having massive mexican food induced explosive wet diarrhea maybe? The good news is that when the real apocalypse level stuff happens people will need less tp because either they aren't eating or they're eating healthier. Think it's all the processed foods that makes a person need to chain wipe monster TP rolls.
And some people bought stuff just to resale it to others. Some clever folks stockpiled their houses full of it and then sold it at high prices.
What I noticed -- being someone who always prepares in advance -- was all the people looking for pasta when there wasn't any pasta left but instant ramen noodles. Snooze & ya lose.
Basically it met primal needs. People panicked and thought most resources were going to run out or low. It is a cheap object that has a use and takes up a lot of space so it tricked the brain I to thinking they were prepared. In other words it tricked monkey brain
In depth, I have formed the opinion that humans are very chaotic-beings and that has been proven in history if we take into account the general human behavior while facing catastrophes that have occurred.
I don't get it, either.
I'm not going to lose sleep over it.
It's similar to everybody going to get milk if it's going to snow.

I found that interesting as well. Guess it makes sense to, with all the food they would be consuming while inside and the pooping the would be doing and not being about to go out.
There is no logical reason. That is crowd mania. Someone realized that the COVID lockdown might mean they'd run out of toilet paper, posted it on social media, and panic ensued.
For the same reason they tried to contain a very contagious, low-lethality virus by forcing everyone to shop at the same stores, at the same times, and come in through the same entrance.
Because sanity had left the building.
I buy paper goods for the whole summer in advance. I was glad I had a couple of cases toilet paper in storage when the pandemic hit. I could have sold it on e-bay for a bundle.
My SO had 16 roles of toilet paper stacked in her master bathroom during COVID 🤷♂️🤷♂️ Probably if we have an outbreak of C-Difficile, (non-stop diarrhea) everyone will be buying up all of the Kleenex and nose spray?

In the UK a rumour spread that we had no toilet paper factories and relied on imports that were soon to be halted.
I guess they are afraid of having to use the shower if they run out. That's the way you can clean yourself off.

i mean, imagine believing the "air is toxic outside your front door", and when you run out of toilet paper, you either have to hold your breath the entire time you run to the store, or use shirts or other things to wipe your bum?
