Not creepy at all. Plenty of people do that. And guess who one of them is (except for you). ME! I got pictures on my phone of my crush and other girls I had a thing for. I saved them just in case they hide or delete them.
Don't feel weird about keeping and looking at pictures of someone you have a crush on. It's a natural desire we all have.

no I've haven't met my crush yet and I have him as my home screen and have like 10 pictures of him on mine.

It's only truly creepy if it's a picture you took, and you did so without his knowledge. Now THAT would be creepy.
This... this is only minorly creepy. Like in a cutesy, non-creeper kinda way. There's no real difference between you doing this and stalking his FB page to look at his pics there, so I don't think there's anything wrong with it.

I think it is a little bit creepy, yes. It's not something I would do, personally speaking. But there are creepier things you could do.
