Probably... it seems like a pointless thing to waste your special effect budget on. Film directors need to make cost-benefit choices to tell the best story they can. Spending money on a prosthetic penis, especially when you could use the real deal for free and use that money on CGI instead (and guarantee more natural facial expressions as the guy is peeing) is just a poor investment choice.

No, movie peeing isn’t the actor actually peeing. That’s why it was shot at that angle. The behind the scenes clip of the famous scene in A League of Their Own shows the director herself (Penny Marshall) on her knees in front of Tom Hanks with a hose and bucket.

Could be. It's a safe shot, shooting at that angle, it's easier to just pee, than to have a bottle or hose and imitate it, I guess.
