Sorry answer is unlikely.
Typically, ISPs do not maintain static IP addresses for our connections to the internet meaning your IP changes potentially every few hours (unless you pay extra and ask for a static address).
A website would therefore probably track your Mac address (unique identifier for your device that never normally changes) or most likely your user account with that particular website (which is under the control of the website).
So if someone from this site is threatening blocking you by IP, I'd suggest they are using loose language or are talking nonsense.

Any site can filter IPs; even your own router can. It wouldn’t make sense for a site like gag to block ips given that their existence is based on anonymity of users and that dynamic ips, vpns, and others, make that an impossible futile task unless they track the user continuously.
They told me before when I got threatened before, that they can’t do it for some reason. But at the same time they’re not exactly known for being expedient or helpful. So hopefully they’ll help you but I wouldn’t count on them. :/ they’ll likely just tell you to keep reporting it.

That is possible. However, whether or not the owners of this site would do that is questionable especially since many people have dynamic IPs. If, instead of a static IP, you have a dynamic IP you can change it by turning off your modem when you go to bed and turning it back on the following morning.
Just block and report anyone who is harassing you. And if you're asking the same question repeatedly than stop doing that, because people are going to think you're a troll.
There was once a GaGer with the username @Anon-ymous1. I understand that he had been banned/put out of G@G. I suspect that that's what happened to him.

I'm sure that's possible but that sounds like a pretty serious amount of power over something like this. There's no way anyone who can do that will use it honestly.
