According to the dictionary, the definition of waterboarding is

"the practice of causing a person to suffer a physical and psychological sensation similar to that of drowning by strapping them head-down on a sloping board with the mouth and nose covered while water is poured over their face, typically in order to coerce them to cooperate in an interrogation. The practice is classed as torture by some groups".

Therefore, my best guess is that the victim has been tortured by somebody with the intention to get information out of her or to inflict pain and fright to the extend that she will admit anything to the ones that are torturing her.

This is a reprehensible act despite the fact that the US government practices this torture legally on victims to make them confess things they may not have done.

Water boarding is a torture technique that was mainly use and authorized during the Obama administration.
That when was is poured over a tower or cloth that is layed over a human face. This technique simulates drowning. Unpropper use causes drowning.

it's a torture method, where one is restrained and a wet rag is put over their mouth and nose, while water is being dripped on it. you won't die but it forces you to experience the sensation of suffocating without actually suffocating.
