"I am saying" is 'present continuous.
We can't (cannot... :D ) know what 'you' say before you have ended saying it :)

however... the phrase indicates that we are dealing with a less educated person; and thus it is helpful in itself, albeit being incorrect :D

But then: in a (part of the) world that tolerates i. e. ''centre'' being spellt 'center' - we must assume that simplifications are the call of our times. Heh heh.
