No one* and scientifically speaking, that is technically true.
There is no good or evil, only stupid and smart. The dumber people tend to be more needlessly destructive than the smarter ones, which then is interpreted as evil. But if they were wiser, they wouldn't be doing such things, so really "evil" is the consequence of people being too dumb to be nice. Even simply being sadistic and not caring about the wellfare of others, is objectively stupid from a self preservation point of view.
