That isn't how I view it but a lot of them are open to interpretation like anything text related. I view that one as silly or being silly. That has always been what my understanding is it meant. Same for friends that use it. I don't use a lot of emojis but some of my friends do and that is how they take that one to mean. Again different people could see it as meaning something else. Prob a lot will have to do with context of how it is sent.
