Yes, it absolutely can be a good thing. It depends on what the context is though like;
"His actions were perceived as normal during the confrontation" meaning he acted appropriately during the confrontation, fight, argumentative situation, etc. and did not do anything out of character, he did exactly as anyone else in that situation would do.

or "His statement was perceived as normal by his peers" meaning what the guy said, and the message being given, was taken and accepted by the other students, and understood too.
