What would it be like if we had the power to electrocute with our fingers?

Since we generally can't against a man unless it's trained martial artist, he gets knocked out from behind with an object or she lands a neutralizing hit enough for her to then run before he recovers. Even a female professional is no match against her male counterpart.

Scenario:

Many years later, long-term exposure to certain chemical released has permanently affected the female population globally. Baby girls are already born with the ability to electrocute but don't develop that ability until their early teens. If a man were to want to hit her (with the hands, a belt, etc), rape or abuse her and she has no male figure available to defend her, she can easily zap him with her fingers. Depending on how many fingers she used and how much power (she has the ability to control the electric shock too), it can range from a mild shock to death.

Even if she started a fight, she would still win even if he wants to retaliate because she gets to choose how much power on that zap. She can zap at any time, any range (whether the guy is far or close) and any moment she wants to.

How would a new world like that be like? Would the crimes skyrocket or not much? How would things change? For the better, for the worst, same?
