With our Cat Charity all our cats before homing are:-

Health Checked by a Vet.
Vaccinated.
Neutered.
Treated for Worms and Fleas.
Microchipped.
Given Four Weeks Health Insurance.

I'm sure other Cat Homing Charities have a similar system.
