Jumping over (or in a cloud) is not the safest thing to do since you don't see what it underneath you when you jump.
The maximum falling speed of a human, known as terminal velocity, is approximately 193 km/h (120 kph) when falling in a stable, belly-to-earth position. Imagine encountering an obstacle such as a flying airplane or worse, the ground. You can imagine in what state you will be picked up by those having the difficult task to collect the pieces.
Unless you are a specialist, jumping off an airplane with a cloud cover beneath is not something that is recommended or even taught in a parachute diving school.
