Not born evil. Born dangerous. But psychopaths and sociopaths are born without conscience, empathy, or any sense of right and wrong. They simply act on their impulses. Are psychopaths and sociopaths dangerous to have running around loose in society. They can be. Is that evil or just a very unusual personality who exists so far outside social norms they can be very dangerous?

Due to a neurological disability, absolutely. Although I think it would be a 1 in a billion shot. Most evil is made by life and happenstance; abuse, violence, neglect, etc.

I believe in eugenic and racial reasons of someone is born evil.
