it is unclear when you say 75 centimeters deep...

if there's a ground below and the water only goes two feet tall? that's not going to slow a damned fully grown polar bear at all... and, it is not going to benefit the seal that much either, it's too little water for their massive weight

now, if you meant to say both are two feet below the surface level and inside the water... the polar bear can swim, yes... but it is not adapted to be a bear under water, it could only escape and survive a marine specialist, lol

The seal would stay away and the bear will eventually drown.

There have been staged fights between bears and various predators. The bear always wins pretty easily with simple crushing pounce.
