Where does all the World Cup profit actually go?

As a non-profit there are not supposed to be any profits, it's all supposed to go back into the operation of the organization, but they cheat the system by paying multi-million dollar salaries to the non-profit administrators. The same thing as they're doing with the homeless money in California and New York.

some of it is supposed to go to a mutual fund for all nations, and the rest is supposed to be split evenly among all nations
