What does a wink mean?

I'm really confused about winks. It might be a bit silly, but I can't tell when someone is winking to be friendly or silly or if they are winking to be fliry and suggestive. How can you tell what a person means when they wink? some people I know wink all the time in text or chat, even if we are having a normal coversation. Someone please enlighten me! (girls' and guys' answers accepted)

It depends on the nature of your relationship and the context of the time.  If something was said that could be made suggestive and he winks, it is suggestive.  If something was silly and he winks it was probably just silly.  It also depends on the guy.  I use winks generally to show I'm interested or to be flirty.  Some guys are emote whores that don't know when to not use them so they use them all the time just to be safe.  You could try flirting with him if you like him to see if you get any kind of response.  If not then don't worry about it.

i do it just to add a flirtatious/cutesy tone to the conversation. So this means I do it with friends and with guys I like, it's just hard to tell with winks.

You really have to pay attention to how that person is acting toward others (i.e are they winking at other people?) and what the context was in which the wink was given (i.e was it part of a joke, inside joke? is he noticing you from across the room and letting you know?)

Yeah...it's really subjective.

I winked at a guy while I was working this weekend actually...I meant it in a playful/joking way but this was after we had conversed/ he made some comment. I have been at the bar and had guys just wink at me after we made eye contact and that is clearly flirty/suggestive. You just have to roll with it and use your best judgment given the context of the wink to determine the meaning.
