What does it mean when a girl stares at your face while standing next to you?

This girl I know keeps doing that. She may not look at me when I talk to her (she is "busy" with her phone) but when she stands next to me and I don't say anything, she looks right at my face and I just can feel it (I don't turn to look at her). Why is this? Is this normal? She doesn't seem very invested when I talk to her (she answers, but that's it) but when I'm not talking she will look at me all she wants. It doesn't creep me out but I know some people might find it weird.

Lol this seems a bit weird if she's staring. Girls may do quick glances to actually see if you're paying attention to her if she was interested in you. Very odd behavior. It's possible she likes you or she's just psychotic.

haha I know. She always does it when she knows I'm not gonna look, like when I'm writing or involved in some kind of physical activity. Its one of those stares that you can feel, you know and specially since she is standing next to me and her face is facing ME, so its not like she is looking at something else. ALso happens when she knows I'm annoyed at something she said and I get quiet, she will keep staring like waiting for me to say something and when I don't say anything, she calls me a brat

Oh in that case maybe she just doesn't think you see her. Try just looking over at her and make eye contact. Try to hold it for a few secs and slowly start doing like a half smile as you do it. Gauge her reaction. Although if she's really shy she might just instantly turn away.

I do that to annoy people lol but that's just me. It could mean she finds you attractive I guess I'm not 100% sure but you never know :)
