There is this girl and when I am around, she starts messing with her hair.

Does she twirl it with her finger while talking to you, if so she's flirty and not shy.

If she's just doing random thibgs with her hair like rubbing her hair, scratching her head, etc. Then she's the shy type of girl, and you make her nervous.
