What does a greeting of "Hello, My dear" mean?

A guy I have meet several times greeted me tonight with "hello, my dear."

I wondered if that had any special meaning,

It depends on the guy...most of my guy friends like calling me dear and they mean it in an 'I care about you" kinda way cause we're pals.

Then I know a guy who uses that only with people he truly likes...

Is he always kinda formal/gentleman-like? If not, then maybe he's trying to be more charming/confident/different to stand out. In any case, it's very likely he has feelings for you.
