what does it mean when two people give each other googly eyes? especially from across the room and just before stepping out of a room

I think generally it refers to 'goggling'. A goggle is a stare or a leer, so if you're goggling at someone, you're looking at them with either an expression of shock or of lust.

It's like when you just stare at a person without realizing ot because you're so into them.

You just stareoff into space and start to fantasize/day dream about them.

It's when you stare a lot because you can't express what you feel inside towards that person whether it's lust, strong admiration, etc... ;-)
