This is a question that many people have been asking lately. And the answer is quite simple. If you see this message, it means that your call has been forwarded to voicemail. And, it doesn't even ring because the person you are trying to reach has their phone turned off or they are in an area with no service.

Could be a couple of things.

He's in an area with no service.

His phone is turned off.

He's using something on his phone that could interfere with taking incoming calls (varies with the phone).

He may have switched your call off so quickly there was no room for it to ring.

I hope you're not being stood up.

A cell phone? Usually they are on a call or the phone is off. An office phone usually has a forwarding feature to send all calls to VM

It either means the phone is off, or they forwarded your call to voicemail.
There's a setting on my phone, Reject List, where I can add numbers to that list and when that number calls, it doesn't even ring, just goes straight to voicemail.

A-his phone is turned of or B-doesn't have signal. I would wait a few hours a try calling back

Either his phone is off or he blocked your call immediately.

It could mean one of two things. 1 he has a blocker on there to send all calls that doesn't meet a set criteria to voicemail, or his phone was switched off.

Oh it could also mean his phone provider could have a weak signal and he be out of range too.

It could mean their phone is off or they could've been dialing out while you were dialing in.

If I divert all my calls to voice mail, it won't ring when you call but go directly to my voice mail
