No- they can't.
Not only would it require destroying the Dome of the Rock, one of the holiest sites in Islam (logically, they COULD just scale it up to ENCOMPASS the Dome, but that might not work architecturally, and isn't really a solution, anyway), but it'd require the blessing of the rabbinic line of Moses, which has been extinct for centuries (and since it requires direct succession, it can't be restarted, absent a time-traveling Moses). Even if you HAD a Moses with a time machine, though, that STILL likely wouldn't be enough- because the *Samaritan* line of rabbinic succession is still intact, and Judaism, like every other religion on Earth, is harsher toward heretics than heathens; trying something would be seen as "caving" to them.
I think they wish they can and they surely plan doing so. I don´t think it will happen any time soon though because only the orthodox Jews are really interested in building it the third time as far as I know and they are not the majority among the Jews of Israel so that they could decide that alone.
But I think it could one day happen and lead into World War III since many other major countries would get involved in that conflict.
close... but no. orthodox jews prepared the ITEMS for the temple but orthodox beleive* the tradition that it will come down from heaven, so it can't be destroyed by humans, source rabbinnic talmud sooka. so even orthodox jew do not plan on building it. same as the secular and vast number of israeli vegetarians who oppose killing animals so oppose sacrifices.
If they do, then they are aware that the new build will cause a major conflict in the Middle East because they would have to probably destroy something that was originally partly built by the Muslims and we all know what kind of reaction that would cause among the Muslims.
I hope that the Jews are intelligent enough not to start such an endeavor, although I highly doubt that they care what they would cause a new war. As long as they have it their way, that is all that counts...

when i did rabbi training for orthodox in 1990s, orthodox rabbis taught us that it must be built by "hashem" meaning the "highest one" in heaven. so no, people won't build it.
also i will correct the error not "1st build = Solomon / 2nd build = Herod / 3rd build = Ezekiel" but "1st built = Solomon 950 bc'. 2nd built = esdras 550 bc' not Herod, and after Ezekiel in 600 bc'

Actually, there is little evidence it was built the second time at all.
So technically it's still to be built for the second time, rather than third.
I think it is already built and is waiting to be raised or moved to prosper setting
