It means no matter what. Mo matter what your boyfriend says to you. NO PROTECTION NO SEX !! it has to be your rule for now on. It should be his rule to. If he lives you he will protect you both alway. If he doesn't care he will try to talk you out if it telling you other ways it can be done safe.. the only safe way is protection
