A lot of Middle Eastern people look pretty white. Like, I had never seen Middle Eastern women before when I was a teen, and when I met a few, I was like "What? You're not white?" But. This is kind of convoluted, because there's a wide range of definitions you could use. In order to identify as "white", what do you have to be? Typically, it's thought of as the lightest skin tone, with or without light hair or eyes. So, when someone says "white", they're usually referring to only skin color.
As for Saddam, he honestly looks more Mexican to me than anything, though I suppose some typically "white" men could look similar.
Maybe Middle Easterners started out as white, then interbred with indigenous populations. That is exactly what Mexicans are: Spaniards (white Europeans) + Aztecs/Mayans (Indigenous Indians/Native Americans). So, you could call a lot of Mexicans "white", but in essence, when you mix two colors, the new color is not the same of each part: it's a combination of both. I grew up with a couple kids that were pure Mexican: one was tan, quintessentially "Mexican", the other was whiter than white. Same parents too, I think.
So I think it makes sense--based on only that, I'm weak on M-E history--that white people interbred with Africans or Indians or some type of indigenous populations, turning into a sort of mixed colored race. Lots of them have blue or green eyes. Blue eyes is a solely European trait, I think, because we know when the mutation happened, vaguely... I think. One can't have blue eyes without some white blood in them from somewhere down the line. Like red hair is an Irish trait. Though I'm weak on genetics, too.
So "white" is kind of an ambiguous classification. It's not really based on anything except skin color, but it can be based on other qualities, which makes it a bit confusing when you talk about different cultures. But typically, I don't think Middle Easterners are thought of as "white". They're usually a bit darker, I think. Although, I have seen a bunch who look pretty damn white.

@Dionysos Yeah, I was thinking of Kurds when I mentioned the blue eyes thing, particularly in a Kurdish movie somewhat about the wars on youtube where the kids looked absolutely white: I had thought it was a Russian movie, initially.
A fair amount of Middle Easterners have light eyes. I think green can appear anywhere, but blue originated in white people and is one specific mutation somehow unlike other color eyes, so they have to have some kind of "white" or "European" blood if they have blue eyes. Like that blue eyed kid on your link, the statement under says he has blonde hair from having Russian blood. I vaguely recall white hunters back in BC sometime stumbled across Arabic farmers and interbred... I can't remember. But given that the ME borders Asia/=/India, Africa, *and* Europe, I think it makes sense that they're ultimately a mix of all 3. Probably mostly European, Asian, and Indian because of the desert separating North Africa from the South which was hard to traverse

According to technical definition Arabs are white. Technical definition of white is anyone who is from Europe, Middle East, or North Africa. Again this is meant to be a yes or no question, we know all this stuff, though.

It absolutely does matter and race is deeper than skin and physical traits (Or melanin levels)
almost all the conflicts in the world, have to do with the incompatibility between different ethnic/racial groups.
People should be judged as individuals but to ask rhetorically if skin colors matter is kind of silly. - +1 y

I'd say culture matters. Race within a culture can be immaterial if you do it right. I served with lots of examples in the Army. Every race under the sun, and for the most part we were all American and we were all green. :-)
You can't control your DNA, and it doesn't dictate your behavior, and behavior is what counts.
Culture, in this case, the culture of the US Army trumps race.
It takes effort though, to get to that point. It's not easy, but it's worth it.
I'll take a libertarian of any race over a socialist of any race. See what I'm saying?
