This is my opinion. There could be other reasons but these are the best ones I could come up with.

Part of the job of a penis is to give pleasure to a woman and assist in the want to procreate. Women know what they can handle and what they can't. Often times bigger or girthy ones give more pleasure to a woman. If it doesn't meet that standard then they would probably see it as cute. When compared to average or bigger ones it is laughable how they can be so different.

Some will say that we think of babies when we see things that are smaller than they normally are. And a baby is cute and harmless.
