I think a lot of it is random, like good things can happen to bad people and bad things can happen to good people and even when bad people are punished it's not always to the extent they deserve. For example just a couple days ago someone posted a story on here about a Japanese girl who was tortured and raped for over 40 days and since the killers had connections to the yakuza gang they only got like 15 years in jail so some of them are free on the streets today.
