Not at all. I actually tried tying a cherry stem in a knot with my tongue when I was about 9, and I hadn't started kissing anyone at that point.
But for real, many people can't exercise certain motor skills with their tongues, and that doesn't mean they're bad kissers. Your tongue isn't the only thing involved here - you've got lips, you've got teeth . . . be creative. If your friend is making fun of you for that reason, it probably only means that you've got something she doesn't have, and she's kind of jealous of you. So take heart, because there's something you've got that others may not have.

uhh! NO! you can be a totally awesome kisser and not be able to tie a cherry stem into a knot with your toungue! I mean there's people that can do that so much easier than anything else and be an awful kisser! definitely no!
oh god no! haha I can't tie one to save my life and I've been complimented on my kissing by almost every guy I've hooked up with! It's a myth. Although it'd be cool to get the hang of for a party trick or something.

You don't need to tie cherry stems with your tongue to be a good kisser. BUT, tongue control is always a welcome skill.
i can't tie a cherry stem with my tongue but iv been told I'm a really good kisser so my thought is no you don't have to
