Not a recent thing as far as the voters are concerned. Providing refuge for Cubans has been a pretty contentious subject at least as far back as the 60s that just kept getting overshadowed by other events. The politicians especially the ones outside of the Florida suddenly care because it's politically convenient.

It's also a fairly bizarre scenario in which the current administration has an extremely lenient policy towards illegal immigrants and refugees from basically anywhere in the world, but they've singled out Cuba as an exception to that policy. It's very bizarre unless making the assumption that they are doing it either because they secretly support the Cuban government, or because they fear an influx of future Republican voters. Cuban Americans are one of the staunchest adversaries to socialized government and generally follow a voting record that directly opposes totalitarian trends even if they don't necessarily fully support the opposition.

Because Cubans are real refugees. Trying to escape a tyrannical government that will destroy them for speaking out. Most South Americans and middle easterners are just economic refugees. They're not oppressed. Their countries don't manufacture anything, so there's less money to be made. They want to live in countries that manufacture.

Republicans have always cared about Cubans. You can care about a group of people without liking their government. Cuban immigrants are some of the most staunch anti-Communists in American culture.
