He doesn't know where he is most of the time, and at formal functions nobody wants to even bother talking to him because they know he's not the one in charge. He more than likely doesn't even know what's happening anywhere in the world beyond what he's being told or has written in front of him, and even that is a crapshoot. Really the only devil's advocate argument I can make for him is at least his old age and clear signs of dementia are a valid excuse (at face value and ignoring the fact he's been a clown his whole life) - many of the rest of the people that surround him seem to just live in an echo chamber and actively deny anything that doesn't fit their narrow world view.

This is the guy who's response to the Patriot Act was claiming that it didn't go far enough, remember; he's a Democrat pretty much only because his would-be sex scandal didn't involve legal adults (the rule is that if a sex scandal is about consenting adults of the opposite sex, it's Democratic; otherwise, it's Republican).
