The only way out is to create more opportunities for lower and middle class people. All the factory jobs have been shipped overseas. These jobs provided a living wage for millions of Americans and allowed them to have a middle class lifestyle. There was a shoe factory in the town where I grew up. I knew a few kid's whose fathers worked there. They had a middle class lifestyle and maybe these kids ended up going to college.
The problem will get worse when there is more automation. Once there are self driving cars there will be record poverty in the US.
Tough question. I think solving the homeless issue starts with mental health treatment. Of course there is a significant drug/alcohol component as well.
Ask yourself. How hard would things have to get for you to be standing on a corner begging for money? I admit my emotions range from "get a fucking job", to "we really need to get these people help".
The political problem is the homeless have no power, no resources to feed into the political system, so politicians aren't willing to expend capital on them.
You stop people falling that far in the first place.
Very true, but that doesn't change the fact most people do want help and respond to it.

You can't solve it. You can only do various things that will make it better or worse.
But there has never been, and will never be, a day when there isn't someone out there sleeping on a bench.
Because no matter what social programs you create... well, some of them prefer the bench.
Get rid of the Unions, burdensome government regulations, bring manufacturing back from Asia, and put both homeless and everyone else to work. BUT that means we would prosper and the Democratic Socialists of America want us to crash and not be prosperous...
Gather them up. Take to newly established work camps where food and lodging is provided. They’re trained to work on farms and construction. They get weaned off whatever drug dependencies they have.
When they’re considered fully retrained and clean they’re given funding to start a new life. Those who leave and continue vagrancy are executed.
1) You make homelessness illegal. No more camping out and ruining our cities. There are enough shelters to go around. You must be in a shelter if you are homeless.
2) You must be drug and weapon free to be in a shelter. Treatment centers are available.
3) You will get job training if you want it. If you don't want job training you will be taught a skill and will be out cleaning up the streets.
4) Provide mental health services for those with issues.
Mental health problems is the reason people don’t want help. the more Mental problems a person has the more they don’t want help.
