Pretty much any flavor of Arab or East Asian have the rest of the world decisively beaten in this regard, but if you want to be specific to the US, then it's the upper-class Indians and there's not a close second.

I omitted Africa because even though I'm sure it's bad there, I did not personally witness it in South Africa or Zimbabwe, and the immigrants I've met from all over the continent are consistently some of the nicer people I've dealt with.

It's a pretty close contest between East Asians and black Africans.

Black, they are raced to themselves. At times they can get rowdy when they’re against white officers. Though a very small amount of white officers are racist, because they think they have the power with the holster and the armor all over them.
