The latest Global Hunger Index is a stark reminder of the limits of India’s rapid development. The country was ranked 107th in the world, dropping six places since 2021 and falling further behind neighbouring Bangladesh, Nepal, Pakistan and Sri Lanka.
The government, which does not react well to external criticism, quickly refuted the findings, describing the study as an “erroneous measure” and questioning its methodology. But it was the third straight year that India had fallen three places on the ranking, indicating the results aren’t the anomaly that Delhi presents.
The Global Hunger Index – which is collated by the NGOs Concern Worldwide and Welthungerhilfe – analyses a country’s performance across four metrics: undernourishment among an entire population; childhood stunting among under fives; childhood wasting among under fives; and childhood mortality among under fives.
"India can learn from its neighbours. Open defecation remains a huge issue, with 44 per cent of people without access to a working toilet, which contributes to malnutrition. There are three aspects of nutrition. The first is having the resources to purchase your food and the second is availability to access food,” said Biraj Patnaik, a former adviser to the commissioners appointed by India’s Supreme Court to monitor food programs.
“But, the third is absorption. When you don’t have sanitation and you are prone to infections your body cannot absorb that food, and we still see huge hidden hunger and micro-nutrient deficiency in India as a result of people getting regularly sick.”
Inequality is also extreme. While India has the world’s fourth highest number of billionaires, 90 per cent of people earn less than £260 a month in 2021, as per the World Inequality Database – which has a huge impact on health and the ability to access food.
At 70 per cent, India’s female literacy rate also trails behind its neighbours, including Pakistan. Studies have repeatedly shown that children born to adolescent mothers have a significantly higher risk of being stunted as their mothers typically have a lower body mass index.
There is ample evidence to suggest that the Indian government is aware of its food security issue, but its heavy-handed reaction to the Global Hunger Index suggests it is a sensitive issue in the corridors of power in Delhi.
The country’s free food aid programme has been extended until December, at an eye-watering cost of over £4.7bn pounds, while under the Swachh Bharat scheme the Indian government claimed to have constructed 100m new toilets in rural India by 2019.
However, activists said that current measures are not enough – and there are few signs that the government is making the structural changes needed to tackle the root causes. They warned that failing to address food insecurity will have an impact on the country’s reputation.
“These numbers should not be acceptable if India wants a seat at the world’s top table,” said Mr Patnaik.
