Could have been a fruedian slip... where he was reading from the well prepared script, but was thinking about the ice cream reward at the end of the speech, and mentally inserted what shall henceforth be known as "the lick.. heard around the world".
Maybe he was alluding to "limricks", it's close phonetically. Or maybe he was thinking of "Devo"..."Whip it..." and instead thought "Lick it..."?

We will never know, and it doesn't matter... it's really screwed up... but no democrat will care because they are in a blissful state of uphoria right now...

What really ticked me off was when he was joking, laughing, and talking about ice cream directly after 6 people had been kid 3 young kids. Look back at any other briefing from a president who had one after a shooting (school or not) were they joking? No, they weren't. The world has became a sad place!

Biden has always been very prolific with his gaffes, but as POTUS he has probably made more gaffes than all the presidents that went before him combined. It's not surprising given his age and mental state. I remember my grandfather doing the same thing the year or so before he passed. He used to embarrass the hell out of Grandma (and everyone else) with some of the things he would say. He truly had no idea what everyone was laughing about.
