Saturn's rings are made up rock and ice chunks that were presumably caught by the planet's large gravitational pull, like a tight asteroid belt specific to the planet. If I understand what you're asking, then this hypothetical planet would just be enveloped with a web of various space debris.

It would cause the debris to be too variable in speed, and crash into eachother and into saturn, some also shoot off into space, and some continue to orbit it, creating a ring.
