This has been done primarily by researchers who were trying to quantify the concept of attractiveness for purposes of their research. It kind of got out of hand however and migrated into the world of fashion and inevitably the tabloids. I think the validity and reliability of these kinds of measurements is highly questionable at best. It's easy to calculate correlations but when you start assigning causation to correlations, everything goes out the window in terms of usefulness in the real world.
